When counting hubs, you assume that every individual box/device has only one hub. This assumption is likely untrue. To begin, the 10-port "amazon hub" definitely has at least two hubs in chain, because single hubs are not manufactured with 10 ports, 7-port maximum [see this explanation].
So, uh, don't ask me how this worked, but I ended up fixing the issue on my own, as well as another problem I was having with my device, by going into BIOS and setting the Bluetooth adapter in my motherboard from "auto" to "enabled." It fixed the problem of my Bluetooth not working and it also somehow made my USB ports work again.

9. Tweak The Registry. In some cases, making a slight change to the registry might also help you fix the ‘Windows 10 USB port not working’ issue. First, you have to open the registry editor by pressing Win Key + R or using the regedit command in the Run window. Open the registry editor.

On the Edit menu, point to New, and then click DWORD. Type DisableSelectiveSuspend, and then press ENTER. On the Edit menu, click Modify. In the Value data field, type 1 to disable the Selective Suspend feature, and then click OK. If this method can’t solve your problem either, your USB port may be damaged.
